Back To Board Minutes Listing AUGUST 2018 BOARD MEETING MINUTES | Friday, November 9, 2018
The regular monthly meeting of the Village Board of Colfax was called to order on Monday evening, August 6, 2018 at 7:00 p.m. by Mayor Lonnie Meiner.

Trustees present were:
David Rathke - Aye
Jason Pierce - Aye
Carol Stephenson - Aye
Jason Wagoner - Aye
Vincent Beck - Aye
Trustee Rick Vance was absent.

Also present were Village Treasurer Linda Hanson, Village Attorney Steven Mann, Superintendent Brian Hereford, Police Chief Michael Scott.

Trustee Carol Stephenson made a motion to dispense with the reading of the minutes and approve as presented. Trustee David Rathke seconded the motion. Vote: Rick Vance – Absent; David Rathke – Aye; Jason Pierce – Aye; Carol Stephenson – Aye; Jason Wagoner – Aye; Vincent Beck – Aye; Motion carried.

Village Treasurer Linda Hanson gave the Treasurer’s Report for the month of July, 2018.
Beginning Balance as of July 1, 2018 $201,937.54
Ending Balance as of July 31, 2018 $298,135.62
Increase for July 2018 $ 96,198.08

Trustee Jason Pierce made a motion to pay the bills as presented. Trustee Jason Wagoner seconded the motion. Vote: Rick Vance – Absent; David Rathke – Aye; Jason Pierce – Aye; Carol Stephenson – Aye; Jason Wagoner – Aye; Vincent Beck – Aye; Motion carried.

Trustee Jason Pierce, Chairman of the Finance and Audit Committee, reported on the Finance Committee meeting held at 6:00 p.m. on Monday evening, August 6, 2018. Jason will report more on this later in the meeting.
Trustee Carol Stephenson, Chairman of the Police and Liquor Committee, reported that the Activity Report for the month of July, 2018 for the Colfax Police Department is in your folders.

Police Chief Michael Scott reported that the “Excessive Braking” signs have been installed by the McLean County Highway Department along North and South Harrison Street. Mike reported that IDOT has approved our application for the signs to be put up on Route 165. Will get the signs ordered.

Mike reported that at the court hearing regarding 306 South Grove, Colfax Illinois the judge ruled in our favor on all counts and Village Attorney Steven Mann will be preparing the court order for the judge to sign.

Trustee David Rathke, Chairman of the Water and Sewer Committee, asked Brian for an update. Brian reported that the tile has been fixed on Walnut Street after Ameren put a pole thru it. Brian reported that there is still a problem with the tile down there so will have to do some more work on it.

Trustee Rick Vance, Chairman of the Streets and Lights Committee, was absent. Brian reported that Bid Openings for Center Street are August 17th at 10:00 a.m. Brian reported that Rick Carden is going to seal Center Street before they coat it.

Trustee Vincent Beck asked if we are patching before coating – shouldn’t we wait. Brian said that it needs to be sealed where we milled out before the coating is done.

The first item under Old Business was regarding Ordinance 2018-08. Mayor Lonnie Meiner explained the Ordinance.

Trustee Jason Wagoner made a motion to approve Ordinance 2018-08 as drafted. Trustee Carol Stephenson seconded the motion. Vote: Rick Vance – Aye; David Rathke – Aye; Jason Pierce – Aye; Carol Stephenson – Aye; Jason Wagoner – Aye; Vincent Beck – Aye; Motion carried.

Mayor Lonnie Meiner explained Ordinance 2018-09 regarding “Home Occupations” and the updates and changes made to this ordinance for clarification. This is a draft copy so will be on the agenda for approval at next month’s meeting.

Colfax resident Mark Miller addressed the Board regarding some zoning issues and how some of the zoning ordinances need clarification. Mark stated that he contacted a company out of Idaho that does this – Sterling Codifiers has done several area towns. They would charge twenty dollars ($20.00) per page to update and codify ordinance books. It would cost $500.00 per year to keep it on the internet.

Mark volunteered himself, Jan Miller, Rick Norton and Susie Norton to meet with the zoning board and go over this.
Village Clerk Nancy Kiper asked if that included a hard copy book because legally there has to be a hard copy in the office. She had contacted companies and it would run approximately $10,000 to get the ordinance book done which included a hard copy for all board members and for the clerk. Mark stated this doesn’t include hard copies.
The next item was for closed session.

Trustee Carol Stephenson made a motion to go into closed session. Trustee Jason Wagoner seconded the motion. Vote: Rick Vance – Absent; David Rathke – Aye; Jason Pierce – Aye; Carol Stephenson – Aye; Jason Wagoner – Aye; Vincent Beck – Aye; Motion carried.

Trustee David Rathke made a motion to go back into open session. Trustee Carol Stephenson seconded the motion. Vote: David Rathke – Aye; Jason Pierce – Aye; Carol Stephenson – Aye; Jason Wagoner – Aye; Vincent Beck – Aye; Motion carried.

The Board went back into open session at 7:55 p.m. on Monday evening, August 6th.

For public comments A.J. Kirkpatrick wanted to know why he has to register his golf cart/ROV and pay for permit but the mowers and motorized bicycles do not have to. Mike reported that the motorized bicycles have been legalized by the State and can be ridden during daylight hours on the streets.

Mike reported that can stop the mowers especially if there is no deck and just riding around town. In order for it to be legal to ride a mower around town, the person riding the mower needs to be going from one yard to another to mow.

Trustee Carol Stephenson made a motion to adjourn. Trustee David Rathke seconded the motion. Vote: Rick Vance – Absent; David Rathke – Aye; Jason Pierce- Aye; Carol Stephenson – Aye; Jason Wagoner -Aye; Vincent Beck – Aye; Motion carried.
