The regular monthly meeting was called to order on Monday evening, February 6, 2023 at 7:30 p.m. by Mayor Larry Dodds.

Also present were Superintendent of Maintenance Joshua Hereford; Police Chief Ritchie Cooper; Village Treasurer Connie Gossmeyer.
Trustee Charles Morefield made a motion to dispense with the reading of the minutes and approve as presented. Trustee Vincent Beck seconded the motion. Vote: Rick Norton-Aye, David Rathke-Absent, Janice Edwards-Aye, Carol Stephenson-Aye, Charles Morefield-Aye, Vincent Beck-Aye. Motion carried.
Village Treasurer Connie Gossmeyer have the Treasurer’s Report for the month of January 2023.

Mandy Ganieany with the Painters District #30 read a letter she had written to the Board of Trustees objecting to the awarding of the bid to L&T Painting.
Presentations:
First presentation was given by Scott Brunton, Miller, Hall & Trigg regarding a TIF District.
Second presentation was given by Dennis Cummins, Engineer with Farnsworth Group regarding the Safe Routes to School Grant. Dennis and Farnsworth Group recommend accepting the SRTS Grant to help fund sidewalk improvement for the Village of Colfax.
First Special Report was given by Police Chief Ritchie Cooper. Ritchie reports 2 citations were issued last month. Reports were done for retail theft (2), Domestic and Ordinance Violation.
Next Special Report was given by Superintendent of Maintenance Joshua Hereford. Josh reports that he and Nick installed signs on Main Street and Center Street to detour people from allowing their dogs to use the restroom on the sidewalks. On 1/25/2023, Josh and Nick plowed the streets and on 1/26/2023, they salted. Josh report he and Nick washed all maintenance vehicles.

Final Special Report was given by Mayor Larry Dodds. Larry reports he will be attending the 34th Annual Economic Development Conference in Springfield February 22 and 23, 2023. Larry reviews the monthly revenue with the Board of Trustees.
Finance and Audit Committee Chairman, David Rathke, was absent.
Police and Liquor Committee Chairman, Carol Stephenson, was absent.
Water and Sewer Committee Chairman, Charles Morefield, reports the committee held a meeting on January 30, 2023.
Streets and Lights Committee Chairman, Rick Norton, has nothing to report at this time.
Maintenance Equipment and Vehicle Committee Chairman, Vincent Beck, has nothing to report at this time.
First item of Old Business was the review of the bid recommendation letter, bid tabulation, review of the bid package of the low bid and Notice of Award for the Village of Colfax EWST Rehab Project.
Trustee Rick Norton made a motion to accept the base bid of $172,600.00 and the alternate bid item (additional welding repair) from L&T Painting, Inc for the Elevated Water Storage Tower Rehabilitation. The motion did not receive a second. Trustees are requesting more information regarding each of the bids for better clarification. This item was tabled until the March 2023 Board of Trustees Meeting.
Next item on the agenda was the review of the Executive Session minutes with a motion to keep all Executive Session minutes of the Board of Trustees sealed.
Trustee Vincent Beck made a motion to keep all the Executive Session minutes sealed. Trustee Janice Edwards seconded the motion. Vote: Rick Norton-Aye, David Rathke-Absent, Janice Edwards-Aye, Carol Stephenson-Aye, Charles Morefield-Aye, Vincent Beck-Aye. Motion carried.
Mayor Larry Dodds reports he would like to table the discussion regarding participation in the Illinois Municipal Retirement Fund (IMRF) until the March 6, 2023 meeting due to lack of information at this time.
