JUNE 2017 BOARD MEETING MINUTES

<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The regular monthly meeting of the Village Board of Colfax was called to order at 7:00 p.m. on Monday evening, June 5, 2017 by Mayor Lonnie Meiner.</p>
<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The swearing in of new board members Jason Wagoner and Vincent Beck took place next.</p>
<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Trustees present were:</p>

<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Trustee David Rathke was absent.</p>
<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Also present were Village Treasurer Linda Hanson; Superintendent Brian Hereford; Police Chief Michael Scott.</p>
<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Trustee Carol Stephenson made a motion to dispense with the reading of the minutes and approve as presented.&nbsp; Trustee Jason Pierce seconded the motion.&nbsp; Vote:&nbsp; Rick Vance &ndash; Aye; David Rathke &ndash; Absent; Jason Pierce &ndash; Aye; Carol Stephenson &ndash; Aye; Jason Wagoner &ndash; Aye; Vincent Beck &ndash; Aye; Motion carried.</p>
<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Village Treasurer Linda Hanson gave the Treasurer&rsquo;s Report for the month of May, 2017.</p>
<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Beginning Balance as of May 1, 2017&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; $220,813.90</p>
<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Ending Balance as of May 31, 2017&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; $216,892.95</p>
<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Decrease for May, 2017&nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; &nbsp; ($&nbsp;&nbsp;&nbsp; 3,920.95)</p>
<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Trustee Jason Pierce made a motion to pay the bills as presented.&nbsp; Trustee Jason Wagoner seconded the motion.&nbsp; Vote:&nbsp; Rick Vance &ndash; Aye; David Rathke &ndash; Absent; Jason Pierce &ndash; Aye; Carol Stephenson &ndash; Aye; Jason Wagoner &ndash; Aye; Vincent Beck &ndash; Aye; Motion carried.</p>
<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Trustee Jason Pierce, Chairman of the Finance and Audit Committee had notion to report at this time.</p>
<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Village Clerk Nancy Kiper reported receiving the 1^st Tax Distribution of $15,553.00.</p>
<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Trustee Carol Stephenson, Chairman of the Police and Liquor Committee, had Police Chief Michael Scott give updates.</p>
<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Mike reported that the Activity Report for the month of May, 2017 is in your folders.</p>
<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Mike reported on the many vacant properties in the Village of Colfax.&nbsp; Mike stated there is a management company in charge of five (5) or six (6) properties in town.&nbsp; The inspector for this company told Mike that if some kind of warning is posted by the Village on the door it helps because he sends a picture of that to the bank and usually gets something done faster.</p>
<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Trustee David Rathke, Chairman of the Water and Sewer Committee, was absent.&nbsp; Former Chairman Lonnie Meiner asked Brian for an update on the Water By-Pass Permit.&nbsp; Brian stated that haven&rsquo;t received anything yet.&nbsp;</p>
<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Brian also reported that the guy hasn&rsquo;t called back from the Company that is to fix the sewer lines.&nbsp;</p>
<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Trustee Rick Vance, Chairman of the Streets and Lights Committee, had nothing to report at this time.</p>
<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; The first item under Old Business was regarding the empty lots on Main Street.&nbsp; A Chenoa resident, Zach Fanero was present to address the Board and is interested in putting up a building for a heating and cooling business.&nbsp; Zach stated he previously worked for Popejoy&rsquo;s and then decided to go out on his own.&nbsp; Zach passed around a drawing of the building he wants to put up and stated that there will be a patio style porch toward the North which will face Main Street.&nbsp; He explained that the back of the building would be a shop area and the front more of a retail area.&nbsp; The building would sit long ways on the lot.&nbsp;</p>
<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Trustee Carol Stephenson asked what he wanted from the Village.&nbsp; The Village is very interested in doing something there on the lots.&nbsp; The Village would need to see the blueprints and plans for the building he is planning to put up.&nbsp;</p>
<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Mayor Lonnie Meiner stated that the Village would like to get this going as soon as possible.&nbsp; The Mayor talked about calling a special meeting to discuss this.&nbsp;</p>
<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Michael Rigsby asked if the fa&ccedil;ade on the front of the new building could be brick.&nbsp; Would like to see consistency on Main Street &ndash; the buildings on the north side of the street are brick and would like to see that continue to the south side of the street.</p>
<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Michael reported that he is here to give an update on the Restoration of Colfax.&nbsp; The first &ldquo;kick off&rdquo; meeting will be held on Saturday, July 1^st at 1:00 p.m. at the Bank.&nbsp; Michael stated that he has opened a Colfax Restoration Bank Account.&nbsp; He would like to appoint five (5) or six (6) sub committees to meet once a month.&nbsp; He would like to set some baseline requirements to start with.</p>
<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Colfax Resident Rose Houchens was present to talk about her neighbor&rsquo;s flood light that shines in her windows late at night.&nbsp; Rose explained the situation.&nbsp;</p>
<p>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;&nbsp; Trustee Jason Pierce reported that evaluations need to be done by next month.</p>
