The regular monthly meeting was called to order on Monday evening, May 2, 2022 at 7:00 p.m. by Mayor Larry Dodds.
Trustees present were:
• Charles Morefield - Aye
• David Rathke - Absent
• Benjamin Thackeray - Aye
• Carol Stephenson - Aye
• Janice Edwards - Aue
• Vincent Beck - Absent
Also present were Superintendent of Maintenance Josh Hereford; Village Treasurer Connie Gossemeyer; Police Chief Ritchie Cooper.
Closing of Fiscal Year 2021-2022.

Trustee Charles Morefield made a motion to approve the closure of Fiscal Year 2021-2022. Trustee Benjamin Thackeray seconded the motion. Vote: Charles Morefield- Aye, David Rathke-Absent, Benjamin Thackeray-Aye, Carol Stephenson-Aye, Janice Edwards-Aye, Vincent Beck-Absent. Motion carried.
Opening of Fiscal Year 2022-2023.

Trustee Janice Edwards made a motion to approve the opening of Fiscal Year 2022-2023. Trustee Carol Stephenson seconded the motion. Vote: Charles Morefield- Aye, David Rathke-Absent, Benjamin Thackeray-Aye, Carol Stephenson-Aye, Janice Edwards-Aye, Vincent Beck-Absent. Motion carried.

Trustee Benjamin Thackeray made a motion to dispense with the reading of the minutes and approve as presented. Trustee Janice Edwards seconded the motion. Vote: Charles Morefield- Aye, David Rathke-Absent, Benjamin Thackeray-Aye, Carol Stephenson-Aye, Janice Edwards-Aye, Vincent Beck-Absent. Motion carried.

Village Treasurer Connie Gossemeyer gave the Treasurer’s Report for the month of April 2022.

Beginning Balance $486,183.30
Ending Balance $454,009.18
Decrease for the month of April 2022 $ 32,174.12

Trustee Charles Morefield made a motion to approve the Treasurer’s Report for the month of April 2022. Trustee Benjamin Thackeray seconded the motion. Vote: Charles Morefield- Aye, David Rathke-Absent, Benjamin Thackeray-Aye, Carol Stephenson-Aye, Janice Edwards-Aye, Vincent Beck-Absent. Motion carried.
Trustee Benjamin Thackeray made a motion to pay the bills as presented. Trustee Janice Edwards seconded the motion. Vote: Charles Morefield- Aye, David Rathke-Absent, Benjamin Thackeray-Aye, Carol Stephenson-Aye, Janice Edwards-Aye, Vincent Beck-Absent. Motion carried.

Closure of the MFT expenditures for Fiscal Year 2021-2022.

Trustee Janice Edwards made a motion to approve the closure of the Motor Fuel Tax Expenditures for Fiscal Year 2021-2022. Trustee Benjamin Thackeray seconded the motion. Vote: Charles Morefield- Aye, David Rathke-Absent, Benjamin Thackeray-Aye, Carol Stephenson-Aye, Janice Edwards-Aye, Vincent Beck-Absent. Motion carried.

Opening of the MFT Funds Account for Fiscal Year 2022-2023.

Trustee Carol Stephenson made a motion to approve the opening of the MFT Funds Account for Fiscal Year 2022-2023. Trustee Charles Morefield seconded the motion. Vote: Charles Morefield- Aye, David Rathke-Absent, Benjamin Thackeray-Aye, Carol Stephenson-Aye, Janice Edwards-Aye, Vincent Beck-Absent. Motion carried.

Mayor Larry Dodds announced all position appointments for the Fiscal Year 2022-2023.

There were no public comments.

First special report was given by Police Chief Ritchie Cooper. Ritchie reports the police department has continued to move the speed trailer throughout town. Ritchie reports that Adam York and Doug York will be donating a Blue Line American Flag in honor of Police Officer Robert Brandt.

Next special report was given by Superintendent of Maintenance Josh Hereford. Josh reports the plows have been stored away. Josh and Nick have been filling holes along the shoulders of the roads throughout the Village of Colfax. Josh and Nick removed the curb at 204 South Center Street. Josh reports they have delivering rock to several residents. The maintenance crew has sprayed the weeds along the drainage ditch throughout the village.

Final special report given by Mayor Larry Dodds. Mayor Larry Dodds reports the Village of Colfax was awarded the Safe Routes to School Grant in the amount of $243,421.00. Larry states the hourly rates for the Village Attorneys will be increasing. The Colfax Police Department has put a prescription drop box inside the Village Hall for all unwanted/expired prescriptions and over the counter medications.

Police and Liquor Committee Chairman, Carol Stephenson, had nothing to report at this time.

Water and Sewer Committee Chairman, Charles Morefield, had nothing to report at this time.

Streets and Lights Committee Chairman, Benjamin Thackeray, had nothing to report at this time.

Maintenance Equipment and Vehicle Committee Chairman, Vincent Beck, was absent.

Next on the agenda was the discussion and approval Ordinance No. 2022-04, An Ordinance Amending Chapter 12 of the Municipal Code of the Village of Colfax, McLean County, Illinois.

Next on the agenda was the discussion and approval of Ordinance No. 2022-03, An Ordinance Rescinding and Replacing Ordinance No. 2020-09 of the Municipal Code of the Village of Colfax, McLean County, Illinois.

Next on the agenda was the consideration of the purchase of the debris retrieval system for the sewer system.

Trustee Charles Morefield made amotion to approve the purchase of the debris retrieval system for sewer system using ARPA funds. Trustee Benjamin Thackeray seconded the motion. Vote: Charles Morefield- Aye, David Rathke-Absent, Benjamin Thackeray-Aye, Carol Stephenson-Aye, Janice Edwards-Aye, Vincent Beck-Absent. Motion carried.

Next item was the consideration of the purchase of the rip rap to reduce erosion at the first lagoon at the sewer plant.

Trustee Charles Morefield made a motion to approve the purchase of rip rap up to $20,000.00 including the trucking and equipment rental using ARPA funds to reduce erosion of the lagoon. Trustee Benjamin Thackeray seconded the motion. Vote: Charles Morefield- Aye, David Rathke-Absent, Benjamin Thackeray-Aye, Carol Stephenson-Aye, Janice Edwards-Aye, Vincent Beck-Absent. Motion carried.

Next on the agenda was the approval of the street and alley resurfacing projects for the Summer of 2022.

Trustee Benjamin Thackeray made a motion to approve the street and alley resurfacing projects for the Summer of 2022. Trustee Charles Morefield seconded the motion.
