FEBRUARY 2025 BOARD MINUTES | Thursday, April 3, 2025
The regular monthly meeting was called to order on Monday evening, February 10, 2025 at 7:00 p.m. by Mayor Larry Dodds.
Trustees present were:
• Rick Norton - Absent
• David Rathke - Absent
• Janice Edwards - Aye
• Carol Stephenson - Aye
• Charles Morefield - Aye
• Vincent Beck - Aye
Also present were Superintendent of Maintenance Josh Hereford, Assistant Superintendent Nick Sandage and Village Treasurer Connie Gossmeyer.
Village of Colfax resident Dustin McCarty was in attendance for tonight’s meeting.
Trustee Charles Morefield made a motion to dispense with the reading of the minutes and approve as presented. Trustee Janice Edwards seconded the motion. Vote: Rick Norton-Absent, David Rathke-Absent, Janice Edwards-Aye, Carol Stephenson-Aye, Charles Morefield-Aye, Vincent Beck-Aye. Motion carried.
Village Treasurer Connie Gossmeyer gave the Treasurer’s Report for the month of January 2025.
• Beginning Balance $ 90,927.57
• Ending Balance $ 85,949.12
• Decrease for the month of January 2025 $ 4,978.45
Trustee Janice Edwards made a motion to approve the Treasurer’s Report for the month of January 2025. Trustee Charles Morefield seconded the motion. Vote: Rick Norton-Absent, David Rathke-Absent, Janice Edwards-Aye, Carol Stephenson-Aye, Charles Morefield-Aye, Vincent Beck-Aye. Motion carried.
Trustee Vincent Beck made a motion to pay the bills as presented. Trustee Carol Stephenson seconded the motion. Vote: Rick Norton-Absent, David Rathke-Absent, Janice Edwards-Aye, Carol Stephenson-Aye, Charles Morefield-Aye, Vincent Beck-Aye. Motion carried.

Special Reports
Police Department- Police Chief Ritchie Cooper was absent. He will give January’s Report at the next meeting.
Maintenance Department- Josh reports there were some frozen pipes throughout the Village of Colfax as well as a broken service line on North Grove Street. Josh and Nick put the grader on the tractor and graded the lane at the sewer plant. Josh and Nick pressure washed all maintenance vehicles. Josh and Nick cleaned and disinfected phosphorus mixing tank and fluoride mixing tank in the water plant. Josh reports all daily/monthly maintenance was completed.
Mayor Dodds reports there is an Animal Control/Zoning Report in your folders for review.

Mayor’s Report- Mayor Dodds reports there is a summary of monthly revenue in his report for you to review. Mayor Dodds reports there was a Public Meeting for the Village of Colfax Tax Increment Financing District held on February 3, 2025. Gwen Crawford, of the Economic Development Group Ltd. and Jacob & Klein Ltd. conducted the meeting with 14 people in attendance. Mayor Dodds scheduled committee meetings to be held in March and April. Mayor Dodds asked the Trustees to brainstorm Strategic Plans to help guide us when the TIF District is officially developed. Ideas could be infrastructure in nature, desires for expansion in the downtown area and work towards developing some housing or other things to improve the Village of Colfax.

Maintenance Equipment & Vehicle Committee Chairman, Charles Morefield, has nothing to report at this time. Committee meeting scheduled for Thursday, April 17, 2025 at 7:00 p.m.

The first item on the agenda was the review of the Executive Session minutes with a motion to keep all Executive Session minutes of the Board of Trustees sealed.
Trustee Janice Edwards made a motion to keep all Executive Session minutes of the Board of Trustees sealed. Truste Vincent Beck seconded the motion. Vote: Rick Norton-Absent, David Rathke-Absent, Janice Edwards-Aye, Carol Stephenson-Aye, Charles Morefield-Aye, Vincent Beck-Aye. Motion carried.
Next item on the agenda was the discussion on how the Village of Colfax will celebrate America’s 250th birthday. Trustee thoughts were to do something in conjunction with the Colfax Restoration Project. More to come at a later date.
