The regular monthly meeting of the Village Board of Colfax was called to order at 7:00 p.m. on Monday evening, March 7, 2011 by Mayor Ricardo Onken.

Trustees present were: David Rathke - Aye; Carol Stephenson - Aye; Lonnie Meiner - Aye; Rick Wagoner - Aye;
Trustees absent were: Donna Poppe and Bruce Green.

Also present were: Village Treasurer Linda Hanson; Village Attorney Tom Shields; Superintendent Damon Getty; Police Chief Michael Scott.

Trustee Carol Stephenson made a motion to dispense with the reading of the minutes and approve as presented. Trustee Lonnie Meiner seconded the motion. Vote: Donna Poppe - Absent; David Rathke - Aye; Bruce Green - Absent; Carol Stephenson - Aye; Lonnie Meiner - Aye; Rick Wagoner - Aye; Motion carried.

Village Treasurer Linda Hanson gave the Treasurer's Report for the month of February, 2011.  Beginning Balance as of 02/01/2011  -  $50,204.99; Ending Balance as of 02/28/2011 -  $48,280.84;  Decrease for February, 2011 -  ($1,924.15)

Linda reported that $1,000.00 had been paid on the loan at Peoples State Bank of Colfax.

Trustee Lonnie Meiner made a motion to pay the bills as presented.  Trustee David Rathke seconded the motion.  Vote:  Donna Poppe - Absent; David Rathke - Aye; Bruce Green - Absent; Carol Stephenson - Aye; Lonnie Meiner - Aye; Rick Wagoner - Aye; Motion carried.

Chairman of the Finance and Audit Committee, Trustee Lonnie Meiner reported as Linda reported there has been $1,000.00 paid on the loan at the Bank.  Also even though they are still behind the State has at least paid what is due us for the last two months.

Chairman of the Police and Liquor Committee, Trustee David Rathke reported that the Monthly Activities Report for the Colfax Police Department is in your folders.  Dave had Police Chief Michael Scott explain the training that he attended last week.

Trustee Rick Wagoner, Chairman of the Water and Sewer Committee, explained the new diffusion system that is being looked at for correcting the problem at the sewer plant.  Assistant Superintendent Dave Hinrichsen brought the information back from the Illinois Rural Water Training that he went to in Effingham.  Rick reported speaking to four (4) of the communities who have this sytem in place.  All reported no problems with this system.  Rick reported there is information on this in all of the trustees folders.

Rick also had Superintendent Damon Getty report on the cost of the censor in the pit to try to help some of the residents at Sunset Drive and Riverview.  This censor would send a warning signal to these residents when the sewer is up.  The cost of the censor ranges from $300.00 to $700.00 depending on the battery that you want.

Trustee Rick Wagoner made a motion to purchase and install a censor in the pit at Sunset Drive and Riverview at a price not to exceed $1,000.00.  Trustee Lonnie Meiner seconded the motion.  Vote:  Donna Poppe - Absent; David Rathke - Aye; Bruce Green - Absent; Carol Stephenson - Aye; Lonnie Meiner - Aye; Rick Wagoner - Aye; Motion carried.

Rick explained that the Committee is also looking at raising water deposits on delinquent accounts and raising the reconnection fees.  The Committee needs to do some fine tuning on this and then will bring to the Board.

Trustee Rick Wagoner set a Water/Sewer Committee meeting for Thursday, March 10, 2011 at 5:00 p.m. with Ed Duran present to discuss this new sewer system.  Will then probably set a special meeting for next week to approve this.  Need to move on this ASAP because of the DCEO grant.

Dr. Uday Deoskar was present to address the Board regarding opening a clinic one day a week in the Village of Colfax.  Dr. Deoskar explained what he would like to do and would like a survey put out to the public to see if they would be receptive to the idea of a "Wellness Clinic".

Colfax resident Jonah Beck addressed the Board regarding the water drainage problem on the north side of his house.  Damoin reported that he has dug there but found a tile then lost it.  Damon is pretty sure that there is a tile at Mike Simpsen's house across the street because his basement is dry but asked Village Attorney Tom Shields if the Village would have to obtain an easement in order to dig on that property too.  Tom stated you would have to have an Easement Sharing Agreement between neighbors.  The Village would only be involved with a public easement.  Damon stated that he needs to trace this tile to see where it goes.  Damon says there should a tile that goes into the school tile he just has to find it.

Trustee Rick Wagoner asked Damon if they did the scoping of the sewer main at Sunset Drive and Riverview.  Damon stated that Popejoy's were here and scoped and there is nothing wrong with the sewer main.

Trustee Lonnie Meiner made a motion to adjourn.  Trustee David Rathke seconded the motion.  Vote:  Donna Poppe - Absent; David Rathke - Aye; Bruce Green - Absent; Carol Stephenson - Aye; Lonnie Meiner - Aye; Rick Wagoner - Aye; Motion carried.
